This is the first question any purist asks. The native PC version of Max Payne 3 runs on a toaster. It supports DirectX 11, high refresh rates, and has virtually no bugs. So why bother with emulation?
: This is not a lightweight emulation. For the full 4K 60 FPS experience, you need a modern, high-end PC. For the CPU, target 6 cores and 12 threads minimum (e.g., AMD Ryzen 5 or Intel Core i5), though 8 cores or more (i7/i9/Ryzen 7/9) are highly recommended for headroom, especially for the CPU-intensive SPU emulation. For the GPU, a Vulkan-compatible card is non-negotiable, with at least 6-8GB of VRAM to comfortably handle 4K upscaling; the RTX 2000 series or newer, or AMD RDNA architecture is the recommended baseline. For the RAM, 16GB of dual-channel RAM is the recommended standard; 32GB is preferable for smoothing out texture loading and shader compilation stutters.
